Expanding Equitable Dual Enrollment in the Bay Area

Five college-high school partnership sites in the San Francisco Bay Area will be working to expand dual enrollment opportunities for students who are low-income or are from Black, Latinx, or indigenous communities. The partnership sites, which include Berkeley City College, City College of San Francisco, Contra Costa College, Skyline College, and Gavilan College, will be supporting each other and sharing effective practices in a regional community of practice funded by Tipping Point Community and the College Futures Foundation.

The Bay Area work is connected to CLP’s statewide Dual Enrollment for Equitable Completion community of practice, which is funded by the College Futures Foundation and the Bill & Melinda Gates Foundation. The college-high school partnership sites in both communities of practice reflect the diverse range of communities across the state and they’re also at different places in their dual enrollment journeys. While some sites have just begun to focus on expanding dual enrollment, sites that are farther along have dramatically increased offerings and are beginning to see results. The partnership sites are eager to learn from each other and the insights gained through the regionally-focused Bay Area community of practice will add a new dimension to the statewide effort to expand the use of dual enrollment as an equity strategy supporting completion.

The work on the ground to expand equitable dual enrollment is bolstered by recent developments on the policy front. The U.S. Department of Education identified dual enrollment as an effective re-engagement strategy in reopening guidelines and the Governor’s Council for Post-secondary Education highlighted dual enrollment as an equity strategy in its recent Recovery for Equity report.
